They ARE the legislative branch. The president is the Executive branch, and the Supreme Court is the judicial branch. It is designed so that there is a way for one the three branches to overrule a decision by any one of the others, although the process is painfully slow and expensive (to the benefit of lawyers). The legislative branch drafts and proposes laws, which do not go into effect unless signed by the President; however, the president's veto can be over-ruled, and the judicial branch can also over-turn it. The president gets to appoint the judges, although they stay after he is out of office, so the judiciary is made up of judges appointed by various presidents. I think a seventh-grade civics book can clear this all up and explain it pretty well -- if you need more info, check one out.

Yup. The House of Representatives and the Senate make up the legislative branch, the President is basically the Executive branch, and the nine justices on the Supreme Court make up the judicial branch.

Yes. One point interesting point, Senators should be picked by the elected house members in a given state to be the talking heads in the senate as the constitution. Everyone thinks voting is so sexy, are votes don't count anymore, in senate, house or presidential elections. well their is at least a solid 10% fraud.
