You need a compatible drive enclosure. So if your internal drive is PATA then you need a PATA compatible enclosure. If it is a SATA drive then you need a SATA compatable enclosure. Also, the size of the drive will need to be considered as well. If you drive is 3.5" then you can't get a 2.5" enclosure.

Enclosures can be pretty cheap if you watch for deals. I got mine from Buy.com for $25 (was originally $50 but buy.com has a $25 off coupon for new members that get a buy.com visa). You could go to a deals site and look for deals too. Fatwallet is the main one I frequent, but there is Slickdeals.net and the Anandtech.com hot deals forum I go to occaisionally as well.

Most external USB drives are just IDE drives in an enclosure with a converter for the USB connection. Buy an enclosure with the hardware in it and put your drive in. It may be easier to just buy an external drive and copy over to it from the internal drive though.

Buy a hard disk conversion kit (at most $40 bucks). You put your old internal hard drive in the case (you may have to change the jumper setting from primary master to primary slave), close the case, plug in the USB cable to the kit and then to the computer USB port, plug in the power to the kit and turn it on. Windows will automatically read the drive and assign it a new drive letter (mine is K drive).
