find a large group of people talking, starting mingling with them, your chances of finding someone that may have the same interests as you is easier to find that way. Make sure that your conversation that you start is more positive, dont be complaining about anything. Its easiest to start with something like the last movie you saw, the music thats being played, or the food thats being served...something general, then you can get into more specific things that you like. Just be yourself and people will be drawn to that

Join a church, go to places where you will find others with similar interests such as the gym, hiking trails, dog park,etc. check out meetup.com for your area. Various groups established for those with similar interests. Good Luck!

Show yourself friendly! Be yourself. Look for opportunities to say something nice to a person and you will gain friends fast. Something like: "I really like your earrings, where did you get them" or " That's really a nice color on you, it really compliments your skin tone" or "I'm new around here and would like to introduce myself". You'll think of something. People like to be helpful and if you appeal to their sense of helping you, I'm sure they will be grateful. Plus you will be gaining a friend besides. Well, you may not want to put your hand out and say, "Hi I'm Brown Sugar, what's your name," or you might get some friends you'd be better off without.
Simply, put your hand out and say "Hi." It's a hell of a good conversation starter.

Be very outgoing, friendly, etc. Believe me. I know how you feel. I've moved well, so far, 17 times my life.....and I'm 12!! LOL. I was born in Japan! And look where I am now....USA!

Get involved in organizations, churches, groups.
Go out to clubs, volunteer.

there is only one way start getting to know people ,
invite some for coffee
join social clubs of your interests
try to be helpfull if there are opertunities
