You can't tell. You can talk to him and see how much he knows and lets you know that he knows, or you can see how experienced he seems when you get into it with him, but there is not a "seal."

A virgin can have his "seal" broken by a dildo, yet still be a virgin (never having had sex with anyone...ever). That is kind of graphic and I do not mean to offend anyone or disgust them.

we dont have "seals"... but usually you can't tell. he may tell you, or he may avoid penetration altogether.
