No! it has nothing to do with the oceans...
It has to do with the atomosphere absorbing the higher frequencies of the light emitted from the sun. The higher frequencies are the blue and violets (remember ROY G BIV).
This is also observed from when just before sun rise or just after sun set. The ski and sun will look reddish (Red is the lower frequencies of the visiable spectrum). If the ski is cloudy you will also see reddish colors in the clouds oppisite the sun (if the sun is rising in the east the clouds in the west will be reddish and visa versa). The reddish color is the lower frequeces not being obsorbed by the ski (blue being obsorbed and thus the ski is blue) and passing through to the clouds furthest away.
Technically the ski acts like a low pass filter to light. It allows the lower frequency red colors pass through "more easily" than the higher frequcency blue light. (The ski doesn't completely obsorb the blues and completely pass the reds, but obsorbs more of the blue and less of the red).

because one of the fairies painted it blue long ago. The fairies thought it was the equivalent of graffity (before it was all rainbow colors), but they hadn't then and still have not invented a graffity remover. So the sky still remains blue and as the name of the original culprit is long lost in time it will forever remain a mystery why it decided the sky should be blue.
If you want a slightly more qualified answer you should
a) look up the existing answers to this frequently asked question
b) use wikipedia or google and look up Raleigh scattering

are you familiar with the term nitrogen blue? The majority of the atmosphere is N2. The color you see is the excitment of the nitrogen molecules by the sun. The sky on Mars is red as a result of the CO2. In genreal the color the sky apperas from a planet's surface is a result of the major gasses of its atmosphere.

the sky is blue because through water droplets one can see the rainbow colors.in our atmosphere the color blue is the most widely absorbed color that is why the sky is blue. if we were on Mars the most absorbed color would be red that is why Mars looks red.
