You need a warping tool.
Vicman Cartoonist is such a tool. I hope this is what you meant and I do hope it isn't inappropriate!

I have used this and found it to be excellent; there is a freeware tool Xi-WARP

I usually use Adobe Photoshop for this sort of thing. There are plenty of tools out there that can do it though. Just google around for image warping/editing tools.

If you have picked a tool and still need help then post a question identifying what tool you are using so people can give you the proper steps to take.

yeah u would need some sort of advanced graphical program something like adobe photoshop/elements.
