We had Packet 8 and they were great.We did have to get their modem. But it was really easy. Packet 8 was cheap, calls were clear and we never had a problem with them. I would still have them if we wouldn't have moved to an area with dial up connection only.
(Don't get Lingo, they sucked)

if u want unlimited calls for pc-to-pc, then any IM software can do. try yahoo mesenger with voice, msn messenger, skype. if u want pc-to-phone, then u gotta look around your area for voip companies offering such services. pc-to-pc is always free, while pc-to-phone will cost u a little bit.
