commonwealths is it because they care more about, and provide better service for the people then the state who are not known as commonwealth.

Commonwealth in general - the meaning

Commonwealth in terms of one single state or country is defined as a community of people acting in common interest, resp. the power is held by the people.

A state may or may not reflect the will of the people, but a Commonwealth simply cannot exist without the people's express consent. The Commonwealth is an extraordinary form of government based upon collective genius of its citizens. The Commonwealth is distinguished from, and superior to, a mere state by the greatness of the people of Virginia.

Puerto Rico is considered a commonwealth of the U.S. . they are not a state. this simply means that they enjoy all the rights and protections from the U.S. but are not federally taxed. in turn Puerto Ricans living on the island of Puerto Rico can't vote in federal elections ( presidential elections ). but they have a senator and representative in congress. they have a governor and every thing else is pretty much the same. Puerto Ricans are considered citizens and can move freely through out the U.S. If a Puerto Rican moves to the main land they then can vote in presidential election.

The term originally meant just that (England, 15th century), but now it just means "political community". The states are Massachusetts, Virginia, Pennsylvania, and Kentucky. They just officially designate their states that way.

CONFUSING TO ME, COMMON WEALTH MEANS ITS COMMON FOR ALL PEOPLES OF 50 STATES. IS IT NOT ?
