A state may or may not reflect the will of the people, but a Commonwealth simply cannot exist without the people's express consent. The Commonwealth is distinguished from, and superior to, a mere state by the greatness of the people of Virginia.

Puerto Rico is considered a commonwealth of the U.S. . they are not a state. this simply means that they enjoy all the rights and protections from the U.S. but are not federally taxed. in turn Puerto Ricans living on the island of Puerto Rico can't vote in federal elections ( presidential elections ). but they have a senator and representative in congress. they have a governor and every thing else is pretty much the same. Puerto Ricans are considered citizens and can move freely through out the U.S. If a Puerto Rican moves to the main land they then can vote in presidential election.
