Many countries commemorate wars they've lost.
Irish people celebrate the unsuccessful 1916 rising against the British, France commemorates battles lost in WWII (Germany also).
The Americans speak endlessly of the Vietnam war in the hope that it's never repeated, Jewish people commemorate the Holocaust...the list goes on.

before you seriously ponder this question, think about this: why would they do that? it would only make them look bad. also, the leaders of a country who lost a war do not represent the current leadership. politics change. i mean... imagine this: "hi, my name is george w. bush. i have this thing thats been on my mind: vietnam. man, we lost that war didnt we? thats def. what i plan on doing in iraq" that MIGHT make him look like a dumbass, which is not what he's going for at this point (just a guess).
but really, after so many people have died, who is the real winner?
