I have a program that works with .exe files..... Can the new Motorola Q run these programs? it's a myspace.com program

If they are not made for the Windows Mobile platform...then NO. EXEs that you run on your PC can not be ran on any other type of platform other than PC.

The short answer is yes it can run .exe files. However it depends on the type of platform that is being used. Even Windows Mobile runs exe files it is just the base code, the symbols the computer reads, is different than PC files.
If your asking if you can copy a PC program to a memory card, insert that into your PDA enabelled phone and run the program from there. The answer is no you can not. However certain files, for example ..xls, can work on a PDA enabeled phone.
