If you're asking about positions of authority, they initially came by way of appointment from the King of England. Once the colonies broke away from British rule, the constitution defined the various offices of responsibility and how those offices would be filled, by vote or appointment.

If you're asking where authority in general developed, all social animals, from monkeys to dogs to humans, work out a hierarchy withing each band or herd or pack, etc, the leader being determined by whoever can whip all the challengers. When and where humans began assigning specific titles and responsibilities to the various stations of governance, I don't have a clue.
