I have a 86 honda civic it runs great but the floor pans are rusting through. What is the best way of repairing this

Get rid of the rotted metal around the opening, and grind around it until you get solid metal.

You can patch the hole with a piece of galvanized sheet metal. Attach it using rivets to the floor pan.

A quick way ,if it isn't structural, is to pop rivit or screw a piece of metal over the rust . Seal it with body sealer or roofing cement.
Take out the carpet first. A shop would cut away the rust and weld in new floor sections.

You're going to have to yank out the carpet obviously, and get to the bare metal. Cut the chunk of rusted metal out and replace it with a new replacement panel...any import aftermarket shop should have one. Repaint the anti-rust undercoating, replace the carpet and you have a new floor.

Work with a body shop. Somewhere there is one in a salvage yard, not all rusted through and just waiting to be expertly spliced onto your car.

Replacement floor pans are available for older cars (typically muscle cars). For your car, I don't know. An experienced welder might be able to fabricate a metal patch.

do it the right waycut it out weld in a new piece or if you lack welding skills you could rivit it make sure tou use rubberized undercoat (its $3-5 a can) thats just some preventative maintenance (especially if you rivette it'll keep water out :)

cut it out and weld new metal onto it. or, get a peice of wood and cover it. yabbadabba doo!!!!!
