Legally, the Constitution is the highest authority, but you can of course also get into the fact that it can be changed, reinterpreted, and so on.
Ideally (but not in practice), there is no single point. The Supreme Court is the highest authority in legal matters and interpretation of the law, but the President is the highest authority in executive matters, while Congress is the highest authority in creating laws.
