I would go to Download.com and search for Ad-Ware or Search and Destroy. Both find and erase spy ware that could be the cause of all these pop-ups.
Download the software and run it. It's simple and free. After that, restart your computer. Also, if you want to delete cookies, while in Internet Explorer...go to Tools, Internet Options, Delete Cookies.

It looks like you have a load of junk on your computer.
Do two things immediately:
Download CCleaner
- http://www.filehippo.com/download_ccleaner/
It's free. Install it and let it clean your computer. It'll get rid of any unwanted junk slowing down your computer.
Download Spybot Search & Destroy
- http://www.filehippo.com/download_spybot_search_destroy/
It's free too. Install and run it. Update the definitions so you have the latest protection. Click on check for problems and if it finds anything, click on "fix".

It sounds like you've probably got some spyware or adware on your computer. If you can get to http://www.download.com you should try downloading ad-aware, spybot, and ewido. They're all free, and all very good programs.

Go to download.com and download two programs: "Ad-aware" and "Skybot search and destroy". Run them on your PC and they will remove all the ads, popups, etc. you are getting.
Then go to http://free.grisoft.com/freeweb.php/doc/2 and download and install the AVG anti-virus program to protect your PC in the future.
They are all free and do an excellent job.
