There is probably alot more job opportunities in Toronto and Montreal. But Ottawa, the capital of Canada, is a lovely city located between Toronto and Montreal. It is a government city that speaks both languages.

Montreal, if your French is better. But I strongly suggest Toronto. It's a big beautiful city. Great people. Close to the States.

I live near Toronto,Ontario, but I have heard everyone raving about Montreal,Quebec. They speak mostly French there, I've heard, so you would do nicely there.
