Yes. A rainbow is always centred on the shadow of your head so you will need to be standing on a high point with rain (or mist) above and below you.

Since a rainbow is seen at an angle of about 42 degrees away from the line connecting your head and its shadow, you will need to have water droplets everywhere in the cone which has its point at your eye and its sides at an angle of 84 degrees from each other. It's a lot easier to describe using a diagram! A rainbow isn't a physical object but seems to have a position because we see it with both eyes and the light is refracted slightly differently for each, so there is the illusion that it is at a particular point in space, even though the raindrops may be quite close to us.
