yeas you can do it. Although I have never tried one of those systems so I cant vouch for their effectiveness.

i suppose they are still made. when you start your car, the engine electrical system takes as much energy as it need to start, from wherever it can be had. if you start your car at night with the dome light on, the light dims because the starting system is taking what it needs. plugging a huge capacitor (that was one design i saw many years ago) into the cigarrette lighter and starting the car by that means is the same process as what i just described. the starting system will draw energy from wherever it can to do it's work.
(the capacitor is somewhat similar to a battery, it becomes "full" and discharges in less than a blink of an eye)

Oh my God, she didn't say that! Yes they still make them and yes they work as long as you keep them charged up. C, sweetheart, don't think too hard you might hurt something. The jump starter is essentially a charged battery that puts power into the cigarette lighter and into your electrical system. All you're doing is changing the location of the battery, they should hold enough juice (that's electricity, C) to get your car started in an emergency.

the thing i remember was only to charge the battery thru the lighter plug it operated on a small solar cell .
also one was produced that could plug into the cig. lighter of car with dead batt. and plug into cig lighter plug of another vehicle therefore charging batt thru. cig. plug to cig. plug .
as for jump start no the wire to cig. plug is not heavy enough to carry voltage required to start the car but can charge batt. don't know if they are still produced as for the jump starts (battery pack) mentioned in previous answers they are for direct connections to battery not to cig. plug

That does not make sense... If your battery is dead the cigarette lighter won't work.
