Not entirely sure what you mean by "most democratic" as a democracy is a democracy and cannot be more so than another democracy.. If you mean what country has the least corrupt democracy, well, I might bet on a lightly populated, highly decent and civilized place with little crime.. an island nation with no easy escape.. how about Iceland?
When I was there years ago, the president of the country had an open door policy and anyone could walk in and talk things over.. They also did smart things for the benefit of the populace like piping the hot thermal waters from the geysers, into the city, under the sidewalks [ melting off snow and ice ] and into peoples homes.. When a govt cares abt its people, they can accomplish great things..

India for sure. With an electorate that's larger than the entire population of the US, and voter turnout percentages among the highest among large democracies, no other country even comes close.
For all those who doubt the freedom in India, consider this - the Prime Minister is from a 2% minority religion (Sikh), the President is from an 8% minority religion (Islam) and the leader of the ruling party is a foreign born Catholic woman.
Unless you can imagine a Vietnamese-American female President in the US, a Bangladeshi British Prime Minister, or an Australian aboriginal immigrant holding the top post in Switzerland, India is by far the most democratic country in the world.

North Korea's official name is the Democratic Republic of Korea - DPRK - but it's far from being democratic.
I think countries that do enjoy the fruits of democracy include the Nordic, Scandinavian countries; Switzerland, Israel.

new zeland has got to be at the top of anyones list as a well rounded nation . took a cople of minutes to look up the heritage foundations reports and well i do not agree with them i do find Newzeland to be my choice for number one
