Like if I wanted to get an egg and spoon race game, and have it on a website, would a company be able to create the game for me?

You can create your own 2D games using http://www.stagecast.com/ My nephew used to make cute little games using this. If you want a more advanced game creator, you might want to check out http://www.stylusinc.com Its an outsourcing team that will work with you to get your project implemented, tested, and then packed into a software.
