Big brother was a concept from the book/movie 1984. Made way back it was written by Orson Wells. The premise of the movie was that the governement watched everyone and would pick them up for reprogramming if their bahaviour became suspicious.
This was justified by and ongoing war that did not really exist to supress human rights.
Today Big Brother could mean any group who monitors activity on telephones, internet or who has camera to watch us.

The term Big Brother comes from a George Orwell novel, 1984, and in the book is the term for the government watchdog group that monitors everyone's thoughts and actions.
Opinions range on whether our government (U.S.) has a Big Brother-type group, but Bush's latest phone-monitoring activities seem pretty close.

Technology is the culprit. The government has satellite's that can read the brand name off your shirt tag. Nowa days its near impossible to not be captured on at least one surveillance camera when your out in public. The equipment used is used for the "best interest of Americans" but, nobody really knows this for sure, and people sure the hell ain't gonna run around looking over there shoulder all the time. To sum this up, yes, there is, its God, and the government.
