Check his story first- If he has a girlfriend, especially if she's kinda mad at him right now, check with her.
How much does he owe you? If it's less than $20, chalk it up to experience, and NEVER loan $$ to him again.
If it's enough to make a difference, pester him. Make a pain of your self!! Does he have a job? Where? When is his payday?... go visit him on payday. You could go so far as to become a mooch- sleep at his place on his couch, raid his fridge, etc. Tell him that he can either pay up, start making payments, or it's Judge Judy time!!

I would make sure he's not lying to you first. He might be saying he doesn't have money so you forget about it. Bring it up every time you see him and eventually he'll give you the money because he'll get tired of hearing about it.
