This is a pronoun. Without the noun for which the pronoun stands the question (and it is a question in terms of it's form) is unanswerable.

To question someone, and this is pretty universal in all languages, you have to have an upward inflection to your voice. It adds this verbal question mark, when you don't know if it's a question or not. *eye roll* So, smarty, am I being sarcastic?

Yes it is a question - note the inversion of the verb and subject (if it wasn't a question it'd be "this is a question") and the question mark.
