In one place it doesn't rain for months sometimes years causing drought , resulting in feminine and death to mankind. In another place it rains heavily causing flood, resulting death to mankind.
Why does this happens?

High up in the sky there is a system of gates that control cloud flow. You can't see them because they are very far away and are made of a transparent material (not glass, I think it's Lexan, but I'm not sure) The International Weather Control Board meeets every Spring on May 1st to decide which countries will have a flood and which will have a drought. After that, it's just a simple matter of programming the computers that control the gates and watching it all unfold as the rain clouds get shunted away from the drought areas and towards the flood areas.

because the earth has different climates and weather systems. Things like mountains keep rain from getting across them, desserts dry out the rain before they can make it across them. Some places, like warm costal regions, breed rain stroms and the climate pushes those storms over land resulting in flooding.
There are also cycles to the earth, some years there may not be much rain, and some years there may be more rain than is needed, while other years there may be flooding.
Its all part of the way the earth functions.

The world is a big place man, it all depends where you are. This is like asking why Antarctica is all ice and the Sahara desert is all sand. It's about how close you are to the equator and what the air currents in that area are like.

its the same reason why some people die of starvation and others die of gluttony.,,,it is all about balance and the lack of it creates such extremes...mankind is still not technologically advanced enough to be able to dictate the weather but one day this may come to pass...droughts and floods are natural phenomena which we will have to cope with for the foreseeable future...so in short the answer to your question is "Its nature's way"......

Becuase in life you gotta have balance. If the water system is not balanced like 1 place has to much water and the other place dosent have enough , your gonna die. its all about balance

i think its because of years of abuse people have inflicted on the planet has cause a major unbalance in the world
