There are a number of ways to skin this particular cat.
Sea salt is one way. If you use a large
enough amount and don't flood it but water it in, it will cause the
roots to lose moisture and become unable to take up moisture and
nutrients. You can cover the stump with aluminium foil and pour salt over that. This will allow it to get into the stump and not in the soil as you will not be able to grow anything there ever again.
This site has a number of suggestions including epsom or rock salt or copper nails. For a stubborn stump, caustic soda was recommended. "Caustic Soda (Sodium Hydroxide) solution will kill out the tree stump. Caustic Soda should be available at any hardware/paint shop. Make a solution (1 part caustic soda + 2 parts water) and pour the solution over the tree stump. It may be necessary to apply the solution three-four times before the tree stump is completely removed. "

I have been killing trees and weeds for awhile, using Rock Salt.
Common table salt will not work. Mainly because there is not enough... But you get a shovel full of rock salt, and spread that around that tree stump, and that thing will die in no time!
I am betting its still got some "green" on it, like leaves that are trying to come out, and thats whats keeping it alive. But, lay the rock salt around it, and water it liberally, in the sun... A bit of water each day, for a few days, and let the sun do its work...

Try the chemical stump killers first, but I've found that having the stump ground down was the most effective way to get rid of it. This way the tree is dead, and the stump is gone. The roots should eventually die too.

Coca Cola and (rock) salt...applied the same way one suggested above, except sawing cross hatches into flat area of stump with chainsaw instead of drilling holes. I witnessed this on property I lived years ago. The tree that the loggers applied this to was older and rotted fast but young trees may take many applications...on second thought drill holes will send the poison deeper

The salt idea will work, but it will also sterilize the surrounding soil. If you don't care about killing everything around it as well, then go for it. But Roundup poured into several holes drilled near the outer edge of the stump will do the trick. Let me guess--Fruitless Mulberry tree, right?

who knows all such trees that are not fruit trees are a nuisance. The neighbors have them and they keep coming into your property so if you cut them and the neighbor does not do a darn thing about it the see or roots keep coming into one's property. What a pain and the Extension Service does nothing to help with such matter.
