There are creams that will minimize the look of ingrown hairs (you can find them in most beauty salons) but I've found that the best way is to keep waxing that area and over time you won't have that problem anymore.

better that you wax it lasts longer and is definitely smoother.
try applying a cold damp cloth to the waxed area to decrease the pores and then add a some talc powder to the area to keep it dry for a while. do this a couple of days before you plan to wear your bikini though.

Waxing is best - you need to regularly exfoliate to prevent ingrowing hairs - gently though its a sensitive area!!

You just have to get used to it. If you're new to shaving, then you will get some irritation.
