No sounds like both are tied into the hot water line instead of the cold. I would call in a plumber

for one thing these answers are going by the old standard way of doing things. I know what they mean about out side but i have both hot and cold outside spigots. And many new toilets have heated water now. Is it a standard toilet. my sister is changing hers to warm water etc to heat the seat (go figure) some are being installed that way. Just wondering.

No, not really. I never heard of that before. They should just have cold water coming into the toilet and the outside faucet.

You may want to check the hoses. It may have gotten switched. Let us know what happens.

No, those are cold water only.

They might have crossed the lines or it got warm in the pipes because it's so hot outside.

Trace the pipes from the toilet and spigots and see if they come from the hot water heater or directly from the main line.

You must be joking. This was a stupid mistake by the contractor, especially if you bought a new house.

Both the toilet and hose should have cold water only.
