Depends what the problem is. If they are noisy, be noisy back, if they are blocking your drive with their car, park on their lawn, if they are growing horrible Leylandii blocking out your light, peel off all the bark, if they have obnoxious school age children, bribe other children to be horrible back, if they are council tenants get them evicted, etc.
And above all make sure as many local people as possible know about their awful behaviour.

it depends on what they are doing and where you live tbh.
I would say try and ignore them and be the better person.
If they are doing things like playing loud music there are laws against that and you should call the Council.
If you live in a Council property then speak to your housing officer who may be able to sort something out for you
