It's very important to do both, always telling her honestly that you love her makes her feel special and needed therefore, remind her every once in a while how very special she is to you in your life. Now it's also important to show you care with actions such as bringing flowers once ina while and always opening doors, and calling her every once in a while just to make sure she's alright. Those little details mean a lot when it comes down to it.

it is important to tell her that u love her ONLY WHEN u know she wouldn't be hurt by it. if for eg, she loves somebody else and considers u a good friend and u know that, then i don't think it will be good to tell her that u love her too

Befriend the person make sure you really love what they are about and then when the time is right tell her how you feel.
