A hand equals 4 inches, so it would be 14 times 4 + 2. This is measured at the withers. (about the end of the mane) I don't know, I think if it was a certain breed, like a Welsh Pony, and was over 14.2 hands it would be a Welsh Cob. A cob is a small horse. Hope that helps!
