Insulin down regulates the amount of blood glucose by promoting cellular uptake of glucose and formation of glycogen and fat in the liver and adipose tissue (when a person is starving) while glucagon (not glucogen) upregulates the amount of blood glucose by stimulating hydrolysis of glycogen and fat stored in the liver and adipose tissue.

insulin and glucagon - both made by the pancreas. one decreases glucose, the other increases glucose.
