This error usually occurs with Windows 2000 when the Internet connection has become corrupted. This can be resolved by following these steps:

1.Go into Network and Dial-Up Connections.

2.This will show all existing Dial-Up Connections. Double Click on 'Make New Connection'.

3.When the Network Connection Wizard launches click 'Next'.

4.In 'Network Connection Type' choose 'Dial-up to the Internet' and click Next.

5.When the Internet Connection Wizard launches, choose the 3rd Option: 'I want to set up my Internet Connection Manually' and click Next.

6.Choose 'I connect through a phone line and a modem'

7.If more than one modem is installed on the PC you will be prompted to choose the Modem...Here choose USB ADSL WAN Adapter (For Sagem) or Speedtouch ISDN Line 1 ( For Speedtouch ).

When prompted for a Phone Number, enter 0,38 and take the tick out of 'Use Area Code and Dialing Rules' and click Next.

8.Enter Username and Password details and click Next.

9.Type a name for the Connection and click Next.

10.You will be asked if you also want to setup an internet mail account , choose no and then next and then finish. The Connection will now appear as a new icon in the 'Network and Dial Up Connections' Folder.

If necessary, after testing this new connection works, delete the old connection to avoid any future confusion over which connection should be used.

Can't really say what this error means without knowing the modem or laptop manufacturer, try looking up the error code for yourself on the manufacturer's website or in Windows Help.

Error 651 relates to your Modem driver. You may need to update it; or reload it.

Think you need to research what that error means...

And check the make and model of your modem... See if there are any known problems...
