The maximum time that each team can take is three and half hours. But incase of exceeding the time other factors such as weather (such as too hot or humid) or other disruptions(such as people casuing problem,ball damage, batsmen delaying or many runout decisions refered to the third umpir) are taken into consideration before penalizing a team.

If the team has to be penalized first the captain is penalized by paying a fine. If it continues the captain can get a ban of 2-6 matches and the whole team can be fined a particular percentage of the match fees.

Earlier the penality was by reducing the number of overs available for the team to chase the target set by the opposition.

The penalty to be given is decided by the match refree only by using the guidelines given by ICC.

If you are talking about bowling 50 overs , the maximum time allowed for each side is 210 min..However, no team sticks to it generally..Previously , the no.of overs bowled after the completion of the stipulated time were deducted from the team batting second..Say for example, if the team bowling first could bowl only 47 overs in 210 min, then they would get to bat only 47 overs.

Now, the penalty is by way of deducting the match fees and warning the respective captains.The captain faces the danger of being banned for 2 matches..All this is the sole discretion of the match referee..

No such restriction.
The only rstrtion is that they can bat 50 overs not depending on how long it takes. But usually it ends within 195 mins (3 hrs 15 min) to 210 mins (3 hrs 30 min).
But many get all-out before the 50 mark.
USually it's 13 - 15 overs per hour (4 mins/over).

now a team can take as much time as it wants to..previously it was 3 and a half hours...n the faining team had 2 face ocers deduction while batting secons....now, the rules have been changed...and the captain gets fined for this...

3 and half our is the upper limit acording to the rules for delivering 50 overs... for slow rate of bowling.. panelties are imposed on captain of side.. and/or overs are deducted from the innings of that team if batting second...
