Ihave to broaden the spectrum to answer the question... The best tv of all time is anything that Joss Whedon has helmed.
Buffy the Vampire Slayer is, in my opinion, a masterpiece of angst, growth and the human condition. The characters are expertly portayed and well-realised and the arc of the series is so well-planned it brings a tear to my eye even as I write this. Nowhere on tv is there another example of this outside the Whedon-verse. If there are, they don't hold a candle to our Joss.
Now, having cited Buffy as the best, I have to back-peddal a bit and add that Firefly, Joss' short-lived series earlier this decade, is likely the best show ever made that didn't succeed.
Firefly was cancelled after 13 episodes, 3 of which did not air in the original broadcast. Within minutes of the opening battle sequence, I was hooked. It spawned a fierce loyalty in me (and the legions of other fans around the world; we call ourselves Browncoats in solidarity with the characters on the show). Firefly sparked the same devotion that the first 3 seasons of Buffy fostered!
Now, fans of Firefly, aka Flans, keep popping up the world over with the sales of the DVDs and the feature film the show spawned, Serenity. 'Browncoats' the world over have proved themselves instrumental in fund-raising, social awareness and the growth of Joss' vision.
I'd say that's some pretty important tv...

i agree that there are too many to list but i have my favorite in different catagories.
comedy still on the air~ The Office
Comedy not on the air~ Friends
Drama on the air ~Greys Anatomy or Lost
Drama not on the air~ Alias
Reality ~Amazing Race
and i always seem to find myself stopping to watch Brady Bunch when i come across it! LOL
