Conjugate to what?

the conjugate base to the OH- acid would be O^2-, whereas treating OH- as a base would give a conjugate acid of H2O

If you mean the conjugate acid to the OH- ion base, then it's H2O, water.

As OH- is base its conjugate acid is H2O
H2O is amphiprotic and acts as weak aid and weak base
Weak acid------- H2O ----> OH-
Weak base------ H2O-----> H3O+
