I'm not entirely sure as to what you mean. If you mean a GPS receiver, which gives latitude and longitude, then that's a piece of hardware. Some cell phones are starting to include GPS capability in them, but essentually it's a special kind of radio with a computer system rolled into one. You can buy one for as little as US$100.
If you are refering to data that can be loaded onto a GPS receiver, then your unit would probably have some kind of cable, either serial or USB, that allows it to transfer data to and from the computer. There are some free software programmes that you can use to manage data, with links pointing to them on the Geocaching.com website.
