if you have a low factor then it shouldnt do no, but then you also run the risk of skin damage.
if you proper block then yeh it does stop you from getting a tan, cos its blocking the UV rays from getting to your skin.
I suggest you try a factor 15 sun cream, this way your skin is fairly protected from the sun and you get a tan, reapply frequently and ensure that you take a break from the sun every hour for about 15 minutes to cool down and give your skin a break.
Don't let yourself burn, that can lead to all sorts of problems!!!

Depends on the spf factor. The higher, the better at keeping out the sun. A 30 or higher will keep the tan off. A 15 or lower will keep you from getting burned but let you get a tan.

Sunblock and sunscreen are the same thing...
Because they're made to block the suns UV rays... they will not allow you to tan because the pigment (which is what allows your skin to change colour) in your skin is protected from UV exposure... so since the pigment is 'blocked' from exposure to UV rays... you won't tan!
Be careful with using a sunblock with SPF lower than you need... you'll burn without noticing and only realize it when it comes up later that day!

It can also depend on your skin type. I can put on SPF 50 and burn right through it. I live near the coast and my friends who I go to the beach with all respond differently to SPF, the sun, and such.
