You're probably talking about a wind tunnel used by skydivers to practice their skills. I know there's one in Florida. If I recall, there are a couple in the US, but there aren't any in Canada. For the rest of the world, I really don't know...

Try Airkix at xscape in Milton Keynes, Bodyflight in Bedford or Aerokart near Paris.
Be warned, it'll be great fun but won't be as good as the real thing by miles. (And it'll still clean out your bank account)
Airkix charge £18 for 45 seconds or so. A real skydive from my old DZ (BPS Langar) costs £20, if you have your own rig. I know which I prefer.
Minimum age? Airkix mention a minimum age of 5!
