I don't think so. My clients in U.S are constantly on chat with me, ofcourse business related. It might change under various situations

Yes. It is true especially in UK as far as I know and I also think that some of the higher offices insist that the employees should not take more than 45 minutes for lunch break. It seems that if someone in the office catches you chatting with your personal relations they would go and complain to their senior and that could get you suspended (sometimes)!!!!

it depends on company policy. I am allowed to chat online during office hours and do so Monday-Friday. Other companies probably don't like the idea because it would slow production down.

Every company have their own policies and ground rules. But this is quite catching up as a workstype with most of the employers as it increases productivity and reduces risk of data misuse.
