The question wasn't the BEST but the BEST RENEWABLE and so my answer is that the highways will all become pneumatic tubes (highway construction will just cover over all the roads with composite enclosures) and vehicles will be propelled through them by air pressure - even trucks going uphill. The air pressure will come from stationary compressor stations located along them that receive their energy from wind turbines. It actually would not be hard to do and air pressure is an efficient way to move things - even entire railroad trains. Some inventors have already proposed elevated enclosed pathways with moving air in them of this type for bicycle transportation in and near our cities. So much interest has evolved for going to Mars but there is much yet to be done that is exciting here on Earth.
