Because it is both the easiest and most effetive way of causing terror in the general population.

If they were to target the military it would first be much harder due to its secerity and second would not get the same terror effect for people in the military are trained to handle their emotions and fear along with the expectation that joining the service will mean their lives will be more so at risk then the ordinary person.

The average person is not equiped to handle such situations adding to the effect of the attack. they also being innocent of any wrong doing then get upset at their goverments for beinging involved in somthing that would put its innocent people in harms way.

But both this things aside attacking the innocent is not only crowadly and an act of a weak person its a tradition that has gone on from the earliest of the bible days where retuibtion for any crime would be delt on to the offender and his/her family. in some situations entier villigaes for the worng doing of the leader. also you can take not of the ongoing wars of "you great grand father attacked mine" and so on.
