It depends onf what you mean by notebook. The first portable all-in-one computer was probably the Xerox NoteTaker developed by Xerox in California in 1976, although it was only a prototype with 128 KB of RAM and a 1 MHz CPU and weighed 22 kg. The concept is older still, stemming from the Dynabook of 1972 (also at Xerox) which never left the conceptual stage and therefore there is no performance data available. The first commercially available protable computer was the Osborne 1 (1981) by OCC also from the USA. It weighed 12 kg and had a 4 MHz CPU and 65 KB RAM. The first flat and truly protable computer was the Epson HX-20 (Japanese) in late 1981 which an LCD display, weighed only 1.6 kg and had a 600 Hz processeor and 16 KB RAM. Finally, the first notebook you'd probably recognize as such was 1982's GRiD Compass (British). It had a foldable full-size plasma display, a Intel 8086 CPU, 340 KB of RAM and weighed 5 kg.

Toshiba had the first PC-compatible laptop if I remember.

Osborne had a "portable" PC - that was like an electric typewriter. I don't know if that qualifies as a "laptop".

Radio Shack had the Tandy 100. It was the size of today's laptop with an LCD screen. It didn't have a hard disk - it stored data in RAM and on cassettes.
