If he's constantly staring at my boobs, does this mean that this is all he likes about me? Everytime I look up at him, he is looking at my chest. Then he quickly looks away when I catch him. It doesn't bother me, because I know they are big, but is this ALL he likes about me?

Guys want more what they can't see and can only guess than what is thrown in their face...If you do dress provocative it's imposible for them not to stare,but none of them trully notices you... I have had the same problem with my boyfriend and was haunted all the times by the ideea that I am nothing but the carrier of the boobs he seemed to be so fond of...Until I talked to him about it and confronted with my complex ...He told me that they are too beautifull to unnotice,but that if it botheres me,he won't look at them ever...I gave up the idea and I still am with him...three years now...and couldn't be happier...I am convinced now that what he likes about me isn't my chest,nor my legs,but me,as his best friend and lover...Think about it and talk to him...

Well, are you making sure that's what he looks at? Women who wear suggestive clothes, put their "boobs" in men's faces and NOT believe they're going to look are either very naive or they know exactly what they're doing.
If you want a man to respect you, then respect yourself and not present yourself as someone who is "easy" or without honor.

Could be. If he is young and imature maybe that is all he can look at. I had a girlfriend who had teh same problem . She wanted to get a tattoo on her breasts that said "My face is up here" with an arrow pointing up. Face it , if they are big , guys ar goin to stop right there. That's what guys do.

Actually unusual things get attraction and in ur case it's matter of opposite sex Moreover u r in western society there this thing will keep hapening to u don't bother or get them covered properly as according to Islam "every women will take 4 men to hell" his father, husband, brother n other person who looks at her due to her appreance.

It's not necessarily all he likes about you, but he is a guy after all and if you have a nice chest, he is going to look at it! Talk to him more and see what else he is about! Feel flattered too!

as a guy im prytty sure that untill u gonna show him the other side of you he will be intrested only in your boobs - my advice - turn around so he can check you for the back as well(j/k)

Why don't you ask him how he feels about you, then you'll know if all he cares about are your assets. Men are visual creatures, they can't help it, they're testosterone driven. If you like this guy, you'll get him talking, instead of just giving him a great view.
