There's some 83 million people living in Germany. Russia is much larger, with a population of 143 million. The most densely populated countries are Monaco (23,660 per sq kilometre), Gibraltar (4,654), Vatican City (1,780) and The Netherlands (392). In comparison, Germany has a population density of 231 per square kilometre, Russia 8.4. That makes Russia the least 'dense' country in Europe, unless you count Greenland, with a density of 0.03. Greenland is part of small but crowded Denmark though.
Also, to rebuke 'Russia is not in Europe': the European continent starts at the Kaukasus mountain reagion, which puts over a third of Russia on the European continent. Turkey and Israel are also considered 'European', though less than 5 percent of their soil is geographically European.

Russia is in Europe west of the Urals where its largest population centres are so it should qualify as the most populous. Otherwise it's Germany.

Russia is the most populated but i dont personally consider it europe since most of russia is in asia. So i say Germany.
