I caught the tail end of a Daily Show clip where Bush was rubbing the shoulders of some other world leader--a woman, I think. She looked horrified. It appeared totally random. Does anyone know who that was, where I could see the clip again, or why the hell he would do something so weird? He was just walking by, I think, and it looked like he just reached over and started rubbing her shoulders. She jerked away, and he just kept walking. Also, is there any truth to the joke that Bush is on drugs of some kind?

She was the first female prime minister of Germany, I think. I also think she had just come from the bathroom and he wanted to make sure there was some toilet paper left.
