i can express my opinion about something and get a e mail from Yahoo about TOS. but they let people jack off and have sex on Yahoo messenger.. why is that..

hmm..
i would assume that is so since the very premise of this forum makes it a public discussions place, while yahoo messenger is essentially a to facilitate private conversation between individuals
Out here, you will have to be more sure that the topic is pertinent and inoffensive to most people. You would not need that in a private conversation maybe.
Hence you got to be more aware of TOS, though I assume that the TOS would be the same in case of messengers as well
