You don't. Microsoft briefly introduced such a feature with WGA, but are abandoning it.

You can secure it from other logons by right clicking on the file, selecting properties, selecting the "Security" tab, and granting only your logon with rights to the file. But that doesn't password protect it - you have to ensure that other users use separate logons.

there is no such option in XP
u can give rights to users but it wont ask for password
u have to use "folder guard" or softwares like this

Archive it, with winrar and then password protect the archive :)
