I would pronounce it in a similar vein to your first respondent, but make the first syllable very short, not tah, but ta. Loola.

For an example, and some quality entertainment, watch 'Bugsy Malone', in which a young Jodie Foster plays a starring role as Tallulah.

Ta-loo-la. It's nice when abreviated to Loo-loo.

what?
Get a life.
its Tallulah. It is pronounced exactly as you see it. There are no accents or dipthongs to be worried about.
The H.. is the letter to emphasise.

Reminds me of 'Cool Runnings' when they are naming the bob-sled.
"How 'bout tallulah?"... "It sound like some two bit hooka"... " Dat's me muther's name!"

Tuh-LOO-Luh. The middle "loo" is not actually accented that heavily.
