I have been there and back many times and Northwest is the cheapest, and they only fly out of Manila for international. The fare is about 35,000.

If you fly from Cebu they will take you to Manila anyway, cheaper to take Philippine Air to Manila.

Unless you are a US citizen or a US permanent resident, you will not be able to purchase a 1-way ticket to the US. Anyways, it is almost a better value if you purchase a roundtrip because airlines always offer a discount that way. Just leave the return as open-ended.
