I'm looking for apartments in the area. Some in East syracuse are really cheap. Is it safe?

Safe, yes, but a lot of the housing there (and in the City of Syracuse) is older and run down. However, the price of real estate is relatively low compared to other areas of the state/country, so if you're thinking $600-700 is "cheap," it's probably an OK working class apartment that would cost you $2K in Queens.

Normally in any city in the US North and West are safe clean and neat, Yet More expensive than East and South. So to know if an area is safe or not and I'm sure you mean crime wise, there fore try calling the police station in that area. They will tell how safe that area is. Good luck ;o)

Yes. Syracuse is safer than NYC.. Utica is ghetto, Albany has crazy roads, and Buffalo is just Buffalo.
