Check your system resource.
I believe there is this system resource proggie in your Windows PC, run it, and check if CPU processor is overloaded?, or Memory too low?
Memory nowadays very cheap, worth the investment to upgrade them. Larger memory pool can do wonders.
Also scan system for spywares too, too much hidden processes slow down the system. Likewise with viruses and trojan horses.

Do not confuse RAM with speed. The processor determines speed, not RAM. Of course you need adequate RAM, but if you have a 500mhz or less processor, more RAM will have little effect, as it will use it in a flash and you are back to go. Increasing your virtual memory will have more positive results.

First do defragmentation. Do it twice. If still slow, decrease the memory size : remove unnecessary file through disk cleanup and save some large unused files in CD or outside harddesk. If still slow reinstall your pc.
